Why this build works on Cyclops

Cyclops relies heavily on spamming his skills to trigger Starlit Hourglass, which reduces all skill cooldowns whenever his abilities hit an enemy. However, his high skill frequency rapidly drains his mana pool and leaves him exposed during close-range trades with Planets Attack. This build resolves his resource hunger while turning him into a persistent battle-mage. By combining mana sustain with cooldown speed and spell vamp, Cyclops can continuously cycle through Stardust Shock and Planets Attack while maintaining high mobility. Magic Boots

Early

Magic Boots give Cyclops early mobility to position his skillshots effectively while accelerating his skill rotations. Combined with Starlit Hourglass, faster cooldowns allow him to cast Stardust Shock more frequently in lane to clear waves and harass enemies.
